Rationale for this change
We downgraded the CUDA toolkit to 12.4.1 to try to address a kubernetes cluster issue as a temporary workaround. A solution was found in the deployment of the kubernetes cluster configuration and a NVIDIA operator was added to upgrade to the driver need to run CUDA toolkit 12.6.1.
This PR reverts the downgrade from CUDA toolkit 12.6 to 12.4.1.
